Rwanda’s Minister of Interior, Dr. Vincent Biruta, on March 25, 2026 delivered a special message from President Paul Kagame to the President of the Republic of Congo, Denis Sassou Nguesso, during an official visit.
The message President Kagame sent, delivered by Dr. Biruta to the Congolese Head of State, conveyed his congratulations and best wishes for success in the new term he recently secured following the presidential elections.
President Kagame also sent a message regarding support for the candidacy of Rwandan national Louise Mushikiwabo, who is seeking re-election as Secretary-General of the Organisation Internationale de la Francophonie (OIF).
In January 2026, Rwanda officially announced that it would present Louise Mushikiwabo as its candidate for the position of OIF Secretary-General, as she seeks a third term. She has led the organization since 2019.
Rwanda has now begun a diplomatic campaign to secure support from member countries for Mushikiwabo ahead of the elections.
In addition to these matters, Dr. Biruta and President Sassou Nguesso also discussed bilateral relations between their two countries and explored ways to further strengthen cooperation.
Rwanda and the Republic of Congo have long maintained strong diplomatic and political relations. In August 2016, Rwanda opened its embassy in Congo-Brazzaville, further strengthening ties between the two nations.
In 2011, Rwanda and Congo-Brazzaville signed cooperation agreements covering trade and collaboration in sectors such as air transport, tourism development, energy, security, justice, environmental protection, and fisheries.
In November 2021, the two countries signed additional agreements focused on military cooperation, improving education and training in universities, land management, sustainable development, environmental conservation, promoting bilateral trade, and expanding cooperation in air transport.
