The Government of Rwanda has reaffirmed its commitment to early childhood development with the official inauguration of a model Early Childhood Development (ECD) center in Ngoma Sector, Huye District.
The facility was launched by Minister Uwimana Consolee in partnership with the World Bank, as part of ongoing efforts to combat child stunting and promote holistic early learning.
Constructed under a broader child development and nutrition program, the center is designed to provide a safe and stimulating environment for young children. With the capacity to accommodate up to 80 children, it will primarily serve families engaged in small-scale business activities in Huye, offering both care and early learning opportunities.
Speaking at the inauguration, Minister Uwimana emphasized the critical importance of investing in children during their formative years. She highlighted research showing that a child’s brain develops up to 80% within the first three years and reaches 90% development by the age of five.
This early brain development, she noted, plays a decisive role in shaping a child’s future abilities and their potential contribution to national development.
The Minister also called on parents to view ECD centers not merely as childcare facilities, but as platforms that strengthen family well-being and economic resilience. She urged families to foster supportive home environments by avoiding conflicts, alcohol abuse, and other negative behaviors that can hinder a child’s growth.
Commending the partnership with the World Bank, Minister Uwimana noted: “Investing in ECD reflects our shared belief that no meaningful economic transformation is possible without prioritizing human capital development, starting with young children.”
Dr. Sahr Kpundeh, Country Manager for the World Bank in Rwanda, underscored that the earliest years of life matter most. He noted that during this period, children need proper nutrition, loving care, protection, early learning, and stimulation to grow healthier and become productive adults.
The newly inaugurated ECD center stands as a model for integrated child development, combining education, nutrition, and caregiving to give children in Huye a strong foundation for the future.
