#Rwanda: In 30 years-long plan, the landlocked country aspires to become a high-income country

Rwanda, a small East African nation, has been on an inspiring journey of transformation over the past few decades. Emerging from a painful history marked by the 1994 genocide against the Tutsi, the country has set its sights on a brighter future. Rwanda’s Vision 2050 is an ambitious roadmap that aims to propel the nation into a middle-income economy with a high quality of life for its citizens. This vision is underpinned by the tireless efforts of government officials and leaders who are determined to reshape Rwanda’s destiny.

Rwanda’s Vision 2050, launched in 2020, builds upon the achievements of previous national development strategies such as Vision 2020 and the Economic Development and Poverty Reduction Strategy. The vision outlines a comprehensive plan to transform Rwanda into a knowledge-based, service-oriented, and self-reliant economy. The central pillars of this vision include economic transformation, human development, governance, and green growth.

Paul Kagame, the President of Rwanda, emphasizes the significance of economic transformation in achieving Vision 2050. “We don’t want to be a status quo country or status quo people. Vision 2020 was about what we had to do in order to survive and regain our dignity. But Vision 2050 has to be about the future we choose, because we can, and because we deserve it.

“Rwandans will not be satisfied to live paycheck to paycheck, harvest to harvest, without accumulating wealth and financial security. They want to live close to the families they love and watch them thrive. They want access to world-class education, right here at home. They aspire to travel the world in search of new ideas and experiences, unhindered by barriers. And then fly proudly back home to Rwanda, because there is no other place, they would rather live. If this sounds right, then we are together. That means: Not alone, but all of us.” His remarks during Umushyikirano 2015

To achieve this, Rwanda has been investing in infrastructure, including a modern transportation network, digital connectivity, and energy production. The country is also committed to attracting foreign investments and fostering a conducive business environment for local entrepreneurs.

Rwanda’s commitment to human development is reflected in its investments in healthcare, education, and skills development. The Minister of Finance and Economic Planning, Uzziel Ndagijimana, says, “Our vision is to have a highly skilled and healthy population. This involves improving our healthcare system, ensuring access to quality education, and promoting lifelong learning.”

Rwanda has made remarkable strides in improving access to healthcare services and achieving universal health coverage. The country has also been praised for its efforts in increasing access to education, with a focus on science, technology, engineering, and mathematics (STEM) disciplines.

Good governance is at the heart of Rwanda’s transformation. The Former Minister of Local Government, Anastase Shyaka, states, “Our vision is to have accountable and transparent governance, where the rule of law prevails. This not only enhances citizen participation but also attracts investments and fosters trust in our institutions.”

Rwanda has been recognized for its effective governance and anti-corruption efforts, making it an attractive destination for investment and a model for other nations to follow.

As the world grapples with climate change, Rwanda is committed to sustainable development. Jean de Dieu Rurangirwa, the former Minister of Environment, remarks, “Our vision is to lead in green growth and environmental sustainability. This means investing in renewable energy, conserving our natural resources, and reducing our carbon footprint.”

Rwanda has been investing in renewable energy sources, afforestation, and environmental conservation programs to ensure that the nation’s development is ecologically responsible.

While Rwanda’s Vision 2050 is an ambitious plan, it does come with its share of challenges. The nation still faces issues related to inequality, unemployment, and infrastructure development. However, the commitment of government officials and leaders, as well as the resilience of the Rwandan people, serves as a driving force to overcome these obstacles.
